12:30pm - 6:00pm Geo-Enabled Elections Project Steering Group Meeting (Steering Group Only) In this workshop, Geo-Enabled Elections Project Steering Group members will learn about the progress of the project and contribute to several key areas to ensure the project moves swiftly forward after the Midyear Meeting. We will focus on identifying several case studies to illustrate the project’s purpose, define the approach and methodology for research and outreach to elections officials, and develop a strategy for building a circle of advisors. Members of the GEE Steering Group will also share outcomes from the previous day’s Steering Group workshop and explore how the entire NSGIC community can get involved. State and local government members will meet in private to further refine NSGIC’s position on important issues. Participants will be briefed on and discuss current NSGIC initiatives to incorporate their thoughts as we plan for future activities. Participants will also discuss and receive briefings on current “hot topics” that are of general interest. This is a closed session open only to representatives of state and local government. At the end of the State Caucus, Platinum and Gold Sponsors will be invited to introduce their attendees and offer a few words about their goals for this meeting.

Addresses & Transportation Committee Breakfast Meeting The Addresses & Transportation Committee will provide updates on activities since the 2017 Annual Meeting, discuss issues important to the committee such as the status, further development, validation and adoption of the National Address Database (NAD), state participation in the Local Update of Census Addresses (LUCA), best practices to develop and manage street centerline GIS databases and address points, as well as other valid topics of interest to the committee members. We will work to identify strategies and opportunities to start communicating our needs and develop solutions for them with our federal agency partners.  10:30am - 10:50am The Promise and Benefits of Serverless, Cloud-Based "As a Service" Architectures Commercial cloud-based platforms are continuing to gain capability while their costs continue to decrease. At the same time, there is a growing recognition that these platforms can be implemented with high degrees of security. These trends have fueled a variety of innovative approaches to delivering applications and web services with strong performance, reliability and scalability, and at a very low cost. This talk will describe several state government application examples that cross a variety of use cases and utilize multiple components of the cloud and "as a service" ecosystems. 10:50am - 11:15am Web Based QC Sanborn has developed an online Cloud based QA/QC tool called GeoServe that provides a central location for Sanborn customers to review, flag issues, and track quality control calls related to a LiDAR and orthoimagery related programs. Data is served from a central data server at Sanborn to the customer-side computer and uses a mapping interface from within a standard web browser. GeoServe makes both point clouds and imagery data available for client review in an online viewer immediately after processing, dramatically increasing efficiency in the QA/QC process. GeoServe further reduces QA/QC turnaround times by eliminating the need for shipping hard-drives containing data to client sites. This presentation will focus on the functionality and benefits of the Cloud based QA/QC from a client perspective. 11:15am - 11:35am Multi-Source Geospatial Solutions in Support of New Government Procurements In response to the CIBORG initiative to help the US government procure more commercial geospatial data, products and services, Harris has expanded its partner base of over 40 suppliers they represent with their Geospatial Marketplace, to be able to offer commercial products and services through their ever-expanding GSA geospatial contract vehicle 132-141. This includes a wide array of geospatial capabilities, encompassing products from different collection platforms (ground-based to airborne to satellite) and to archived GIS data layers, maps, elevation data, and even AIS maritime and social media data. One of Harris' unique geospatial capabilities is provided by the first commercially available LiDAR system built with Geiger Mode Avalanche Photodiode (GmAPD) technology. This new technology provides significant efficiency gains for airborne LiDAR large area mapping when compared with currently available linear mode sensors. This system can collect very high-density point cloud data at instantaneous area coverage rates greater than any other available aerial LiDAR sensor and the Harris US archive is constantly growing. 11:35am - 12:00noon The Rise of the Mobile Workforce From monitoring election, to automating inspections and responding to or recovering from emergencies, the use of location-based apps by the mobile workforce is one of the fastest growing areas of GIS with non-traditional users. Speed Networking Lunch The Speed Networking lunch is an opportunity for NSGIC state representatives to lunch with our corporate sponsor members and discuss geospatial issues. The State Reps will be split into groups and each group will sit at a table. Sponsor members will rotate tables allowing each state to discuss issues with most (but perhaps not all) sponsor members. We ask that all State Representatives participate in this event. 2:00pm - 2:20pm How NG9-1-1 Systems Define Location Validation and Why This is Important to GIS Data Providers There is a gap in understanding how location validation is defined as it relates to the NG9-1-1 core services, other PSAP systems and traditional GIS solutions. This presentation will examine how NGCS will behave in relationship to location validation and what they do and don't do in regards to data quality checking. The presenter will also briefly touch on the gap that may exist for GIS data providers for 91-1 and how Michael Baker's DataMark suite of solutions addresses these issues. 2:20pm - 2:45pm Everything NENA: GIS Data Standards, the NEAD, and the NG9-1-1 Act of 2017 For several years, we have been hearing about the NENA Standard for NG91-1 GIS Data Model, the NENA Information Document for GIS Data Stewardship for NG9-1-1, and the NENA Standards for the Provisioning and Maintenance of GIS data to ECRF and LVFs. But where are they and when can we start using them? And what's this new Location Validation Function Consistency document all about? Wait ... CLDXF is going to be updated this year, too?? The NSGIC/NENA liaisons will provide an update on these and other NENA GIS-related documents, along with the latest news on the National Emergency Address Database (NEAD) and an overview of the Next Generation 9-1-1 Act of 2017. 2:45pm - 3:30pm Enhancing the Arizona Address Data Management Ecosystem As one of the two original pilot states for the National Address Database (NAD) project, Arizona continues its journey on building a state-wide address management ecosystem. Key enablers are active state and local government collaboration, various public and private partnerships, and the willingness to test and adopt new technology. The presenters will provide a brief overview of the Arizona Address Management ecosystem and discuss several of its key components: data governance and project support in a changing state environment; EMAP, an interactive collaboration and authoritative crowdsourcing platform for address maintenance; A3i, an AI-based web address parser and geocoding application contributing to the consistency, quality, and efficiency of address geocoding and maintenance; and Data Uploader, an ambitious online address and submission and integration system. This will be followed by a collective discussion on the continued development, validation and adoption of the NAD, to include issues regarding both state participation and the adoption of NAD by Federal agencies. Coastal Caucus Breakfast NSGIC established the Coastal Caucus to provide an opportunity for coastal states to focus on their unique issues. During this meeting, participants will discuss topics submitted by the coastal state reps, provide a few policy updates, see results of Digital Coast high resolution land cover pilots, learn about the NSGIC Digital Coast Fellowship in Alaska, and discuss a few training resources available to NSGIC. Plan to attend this meeting if you have an interest in the geospatial issues that are unique to coastal managers. This is the full Coastal Caucus meeting previously held at lunch, so please come and join for us for the whole meeting. There will be a door prize! 8:30am - 9:00am Federal Geographic Data Committee Address Subcommittee and National Address Database Updates The presenters will share the progress of the National Geospatial Data Asset (NGDA) Address Theme and Address Subcommittee activities. The presentation will cover progress on building the National Address Database (NAD), including recently added statewide address datasets and a summary of evaluation activities. These are all critical to building and managing the nation's geospatial infrastructure for addresses. 9:00am - 9:30am Geographic Partnership Programs at the US Census Bureau The US Census Bureau conducts geographic partnership programs, annually, in support of the 2020 Census. This presentation will emphasize the importance of accurate geographic data and how it impacts your community. LUCA is the only opportunity offered to tribal, state, and local governments to review and comment on the Census Bureau's residential address list for their jurisdictions prior to the 2020 Census.

10:30am - 12:00noon GeoPlatform and the GIS Inventory GeoPlatform.gov is a GIS shared service for federal, state, and local governments that is managed by the Department of the Interior and overseen by the FGDC. An introduction to the GeoPlatform offerings of cloud hosting and GIS communities which enable inter-agency problem solving, will be given. Some examples of recent accomplishments of the GeoPlatform will also be shown, including hurricane response and the National Address Database. FGDC has also initiated a process to plan the evolution of the GeoPlatform and identify new capabilities, partnerships, and use cases that support key geospatial priorities. FGDC will work with partners to build on the success of the GeoPlatform by developing new communities and soliciting participation from public and private partners to expand opportunities to the broader geospatial community. This session will also address the current status of NSGIC's GIS Inventory, a nationwide inventory of geospatial data and directory of 7,500 people working in the geospatial field. How You Can Help Protect Open Imagery Data The National Aerial Imagery Program is an incredibly valuable open data resource, but its future is threatened: USDA is considering a move to a closed license model. Learn what's been proposed, when it might happen, and how you can help. Building a Clearinghouse with Open GIS This session will explore how to create a statewide GIS clearinghouse using proven open GIS software such as GeoServer, GeoNode and GeoGig. This provides a cost effective way to publish and maintain statewide GIS data resources, without the restrictions of user-based or usage-based licensing. Options for commercial support and maintenance for these open GIS solutions will also be discussed.

Taking a Position on the Future of the NAIP Imagery Program For many states, NAIP imagery is of paramount value as it is public domain, 4 band, and as close to a consistent imagery product as we have for change detection and other raster analyses for the past 2 decades. If your state footprint is medium or large sized and/or you don't have a state imagery program or statewide license to commercial imagery, then NAIP is likely a big deal for you. This session will be a facilitated discussion, focused on what NSGIC can do to contribute to the discussion around NAIP and potentially other federal imagery programs. Does advocating for NAIP still make sense, and if so, is that enough? Or does NSGIC need to take a more holistic advocacy position built around requirements for the product and its allowed users and uses? Geospatial Preparedness Committee Breakfast Meeting The GP Committee promotes the effective use of geospatial data, coordination and support within state emergency management, homeland security, and military affairs offices. This face-to-face meeting with our members occurs at each conference, as a departure from our monthly meetings that are held online. Everyone is welcome, you do not need to work in the emergency management or homeland security fields or be a GP Committee member to attend. 8:30am - 9:00am GIS in Computer Science K-12 Education This session will share insights from Wyoming's Computer Science Education Task Force. Opportunities for integrating GIS into computer science education with an eye on recruiting the next generation of our workforce will be discussed. This panel discussion will share strategies and ideas on how to build public/private partnerships in K - 12 environments and work GIS into the emerging computer science curriculum. 9:00am - 9:30am GIS and Surveying: Powerful, Productive Collaboration For whatever reason, it has been too easy to conclude that the relationship between the surveying and GIS professions is, and will remain, in natural opposition. Utah's experience in the past decade has proved that this is not the case - not even remotely. We'll prove it by being on the stage together. In this session, we'll examine the many opportunities for these two fields to work together to advance mutual interests. Specifically, we'll look at Utah projects and services that have strengthened the relationship between cadastral geospatial practitioners, including Utah's RTK subscription service, the PLSS Fabric implementation, boundary modernization, and local projects including a county grants program. Expected presenters are Sean Fernandez (AGRC Surveyor) and Reid Demmon (Salt Lake County Surveyor). 9:30am - 10:00am GeoWomen GeoWomen was organized to promote women's leadership in GIS, attract more women into GIS careers and encourage greater NSGIC involvement by women. In this session, members of the GeoWomen Steering Group will share information about GeoWomen and its plans for the future. 10:30am - 11:15am Geo-Enabled Elections: Checking the Right Boxes GIS technology is relatively new to state elections implementations. When complete, a full GIS integration with a state election management system creates a map-based model of all the geographic features that interact in the election process and its results; district, precinct and sub-precinct, and ballot area boundaries; voter residence locations; polling places and drop-off locations; and an address-based presentation of elected officials. To identify opportunities to integrate GIS into elections systems across the country, NSGIC's two-year Geo-Enabled Elections project brings together GIS leaders in state government, local elections officials and state elections offices, national GIS and elections organizations, and federal partners. The project's Steering Group held a workshop just prior to this Midyear Meeting. Steering Group members and the project manager will provide an in-depth introduction to the project, information from the two Geo-Enabled Elections workshop sessions held earlier this week, and a compelling case for plugging into the project. 11:15am - 12:45pm 3DEP for the Nation This session will officially kick off NSGIC's new 3DEP project to work in concert with member states to establish 3DEP coverage plans.
